About Us


Strategic Government Properties LLC (SGP) identifies, purchases, and manages newly-built single tenant mission-critical government buildings that are fully leased to government agencies.


The Principals of the company have extensive experience with all elements of ownership including acquisition, finance, management, leasing, and disposition of government occupied real estate. Over the past ten years, the company's Principals have acquired 22 government tenanted assets totaling over two million square feet in 14 states. To date, 14 of those properties were successfully sold, and the others are performing at or above projections.



Phillip Auerbach

Philip Auerbach


As a partner at Strategic Government Properties (SGP), Philip's responsibilities include day-to-day management of financial activities, deal sourcing and analysis, GSA leasing and lease management, acquisitions and dispositions, and strategic development. At SGP and as a Principal of JLB Capital Partners Philip has over 25 years of experience in real estate and investment banking. He has successfully completed the acquisition and finance of commercial real estate portfolios collectively valued at over $1 billion, three-fourths of which are occupied by Federal Government agencies.

Prior to SGP, Philip served as a principal and Co-Founder of Preferred Government Properties. He was previously a principal and the COO of Kaufman Jacobs LLC, and prior to that he was the Co-Founder of Brio Capital Management LLC. Phil began his career as an investment banking associate at Donaldson, Lufkin and Jenrette. Philip earned his B.A. from Colgate University, and his MBA in Finance from Emory University, Gouizueta Business School.


David Chazen

David Chazen


As a partner of Strategic Government Properties, David's responsibilities include strategic development, deal sourcing and analysis, and managing client relationships. David has had extensive experience working with institutional and high net worth investors in a variety of asset classes and has most recently consulted to GenSpring Family Offices, a $16 billion multi-family office. During his career David also started, built, and sold several companies in the consumer products and marketing sector. David began his career at Goldman, Sachs working with private and institutional clients.

David is a director of the Chazen Institute of International Business at Columbia University, and is a founding member of Young Presidents Organization, Aspen Chapter. David has run 24 (and counting) New York City Marathons. David received his B.S. from the Wharton School at the University of Pennsylvania and his MBA in Finance from Columbia Business School.

Chuck Cowan

Jon Center, CPA

Chief Financial Officer

As Chief Financial Officer of Strategic Government Properties, Jon's responsibilities include oversight and ownership of the financial records for the organization and its underlying real estate holdings, coordination of bank activities, reporting of key operational and financial results, and development of monthly financial statements prepared in accordance with relevant accounting standards to analyze performance, to report to investors, and to identify opportunities for optimizing investment performance.

Prior to joining SGP, Jon was Controller at private equity backed FoodChainID, following 11+ years in EY's (Ernst & Young) assurance practice, including as a Senior Manager within its Real Estate, Hospitality and Construction practice. Jon earned both his BS in Accountancy and Master of Accounting Science from the University of Illinois in Champaign. Jon loves spending time with his wife, son, daughter, and dog, has an unhealthy obsession with golf and loves traveling to experience and learn about different cultures. Philanthropically, he serves as the Vice President on the Board of Directors of Resilience, an organization focused on empowering and supporting survivors of domestic violence.


Chuck Cowan

Chuck Cowan, RPA

Director of Property Mgt.

As Director of Property Management, Chuck oversees the property managers and their teams. He works closely with individual tenants as well as the GSA to serve their specialized needs, monitor lease administration, budgets, financial performance, and capital projects. Chuck also works with our acquisitions team to help assess potential properties.

Prior to Strategic Government Properties, Chuck served as Property Manager for Imperial Realty, managing a portfolio of 21 mixed-use commercial properties. Before that, Chuck spent five years as the Director of Property Management for Empire Today, and ten years as the Director of Property Management at Gexpro. Chuck managed industrial/commercial portfolios, was responsible for site acquisition, leasing analysis, buildout, relocation management, budgeting, and daily operations. He received his Bachelor of Arts in Business Management from Roosevelt University, and earned his Real Property Administrator (RPA) Designation from the Building Owners and Managers Association (BOMA).
